Not just private messaging, if we have to implement something like this, we will have to make it general to all plugins.

It was indeed a Joomla plugin, it still is.
You can install that plugin directly into Joomla too, by doing a small change.

If I create a role and disallow view user profiles this will have the same affect?

No, that will prevent the user from vieweing the complete user profile not just the private messaging

That's OK I want to use for members who are abusing the private messaging, some are copying and pasting messages and sending too much,(had a look in myphp admin)
