Have PDO but still get PDO error?

I am trying to install freichat on new site.
I get this error:

Fatal error: Class 'PDO' not found in /freichat/installation/install.php on line 220 (of course it is using my directory but I am not comfortable posting that here)

Well, I thought it mean't PDO wasn't turned on at server so I had them turn them on and tried again.

Still I get that error??
Is there a file missing in the install package or should I go back and tell my server they didn't do it right??
Would dearly love to try this

PDO was not loaded properly.
check using phpinfo() whether PDO was loaded or not.
