There is any way to create a custom block ( ads, announcement etc...) or do i need to code a plugin ?
yes just go to admin>UI Elements>Blocks> Add new Block
Ther is a blocks position map available ?
no not yet, the block positions are just too complex to display in a map, we might include a map with most commonly used block positions in the future.
