I think thats a small issue with the language encoding on your server. The proper encoding is needed to make sure some special characters in languages will get shown to you as human readable.

Check out your Database and make sure it is running on UTF8 encoding and all should be fine.

Sorry I dont know how to handle MariaDB - best is to ask at MariaDB how they handle language encoding.

I have only changed latin1 to utf-8 at MariaDB panell like WebCrew says and re-edited site title one more time
