Looking in the files/folders I stumble onto a language files with a couple folders to set up other languages, there are instruction on how to do the translation and it says to set up the new language on the backend.

Simple question: Where?

We have not yet provided an option in the backend.

You can change the language by editing the below line in the file
sites/default/constants.php

define('LOCALE', 'en_US');

Instead of en_US, write your language folder name.
