In germany the law is very strict. If i place a picture in your forum that belongs somebody different he is allowed to make dissuasion.
The costs of dissuasion are more that 600 $

You have to pay that 600$ for every picture that i place in your forum.

the solution is easy. You must prevent uploading pictures.
