hi everyone is there a way i can show the chat bar to only logged in users like facebook does???

yeah its possible, but it is up to you to control whether it gets displayed or not.
For example, in CMSs like joomla, you could simply make the module visible only to registered users.

how do i do that in elgg because i have set it that only registered users can chat but it still shows at the index page i mean the login page/register page ...

you will have to wrap the code that you copy pasted inside an "if" statement.
use the "if" statement to check whether the user is logged in or not.
